缺乏危機處理下的香港，疫症在社區繼續蔓延，傳媒繼續每天頭版報導疫情，市面情緒也越來越惶恐，街上「矇面人」與日俱增。政黨和教育界鼓吹學校停課，教育統籌局局長三月廿六日仍稱沒此必要。次日三月廿七日特首領軍宣佈包括停課等遲來的危機處理措施，並稱他三月十二日已感到情況嚴重！

The media have urged the Education and Manpower Bureau to close down schools to prevent the spread of the virus. The Government has imposed border checks only after strong pressure from media and the public. Medical and media professionals have strongly urged the administration to quarantine the relatives of the SARS patients and publicise the names of buildings where there were SARS cases.
