正協助六名死者家屬索償的病人權益協會幹事彭鴻昌表示，根據沙士期間的經驗，現將個案分為在醫院內交叉感染、延遲治療及沒有提供治療三類，部分個案更有明顯疏忽照顧的證據，他說：「効疫症早期就話唔知個病毒簕傳染性⺊，但到冲五、六月都仍然有病人効醫院入面交叉感染，好明顯係有疏忽照顧，隔離措施不足，將幾十個懷疑受感染簕病人集中効一間病房困獸鬥，根本就係錯誤簕政策。」
