In Hong Kong there is still major institutional resistance to what is known as welfarism but the problem is getting worse. Powerful voices cling to the idea that poverty will somehow fade away as the economy expands. Hong Kong’s experience is precisely the opposite because as the economy has expanded the wealth gap has widened and growing numbers of people have been thrown onto the poverty dump.
