软钱则指的是外部政治献金,来源于竞选活动之外的团体。这些团体只要不是政治组织,就可以接受来自个人、企业和工会的捐款,且不设上限。超级政治行动委员会就属于这一类。这些团体不能与竞选人及相关组织直接协调,但其资金可用于刊登广告来支持或反对某位候选人。

“Hard money” refers to tightly regulated contributions to candidates, while “soft money” refers to unregulated, unlimited contributions to political parties for so-called “party-building” activities. Traditionally, soft money donations have been used for get-out-the vote drives, voter registration efforts and ads that say “Vote for Democrats” or “Vote for Republicans.”
