直至近4時，現場有傳有示威者突破演藝學院警方防線，海富中心的示威者一哄而起，向前方推撞，數名警員不適，其間警方未有噴射胡椒噴霧。之後有一批示威者突然魚貫沿干諾道中東行線，前往政府總部，由於連接海富與政府總部的行人天橋有人企圖跳橋，因此東行線車輛早被截住，有人於是越過中線，走到干諾道中西行線，呼籲海富中心外的示威者出來。
