Following the relocation of Central Government Offices from Government Hill in Central, the 1,000-square-metre site became the focal point of protests against the national education curriculum and the government’s denial of a free-to-air licence to broadcaster HKTV. In July 2014, a steel fence was put in place to restrict public access to the square.

The first P1 parapet dates back to the 1970s, when a three-rail steel parapet was adopted to meet the standard set by the UK’s Department of Transport.
