政府消息人士指，今年度會投放100億元設立基金，讓醫管局日後利用投資回報，推行公私營協作計劃；到2018/19年度，政府會再撥出100億元注資自願醫保計劃中的高風險池；另外100億元撥作貸款給非牟利團體興建醫院及醫保退稅，而餘款200億元則撥作公立醫院一般用途，包括公院建造工程。
