为保护库尔德人安全，１９９１年４月，联合国安理会通过第６８８号决议，谴责伊拉克当局对库尔德人的镇压行动。此后，美、英、法三国军队迅速抵达这一地区，在伊拉克北纬３６度线以北设立了“安全区”，由上述三国组成的联军负责执行空中巡逻任务。
