1990年代末期，中國把「維穩（維護國家局勢和社會的整體穩定）」列為工作優先項目，而自「胡溫時代」開始更成為中南海面對改革開放後治理中國黨政工作的最高指導原則。中國企圖維持既定統治秩序，全方位管控所有的自發社會運動，防範各種可能改變共產黨施政或行動。
