早在上月底，內地各省公安機關已着手展開十九大前的安全保衛工作。按照工作分工，各地警方被要求嚴密監控一切可疑人員與車輛在十九大期間進入京城。這些被嚴格監控的人群，主要包括曾被警方治安行政處罰、被法院判決，以及曾有上訪經歷等重點盯防人員。
