入 境 處 有 見 黑 市 集 團 在 報 章 明 刀 明 槍 刊 登 求 售 護 照 廣 告 ， 遂 自 去 年 起 首 度 派 出 男 女 臥 底 ， 展 開 「 圈 套 行 動 」 （ Sting Operation ） ， 以 各 臥 底 的 真 正 護 照 ， 循 報 上 廣 告 聯 絡 買 家 ， 假 意 出 售 護 照 ， 交 易 後 即 時 拘 捕 買 家 ﹔ 並 根 據 其 身 上 搜 出 的 其 他 護 照 ， 再 把 其 他 真 正 賣 家 一 網 成 擒 。
