據香港媒體報道，懷疑有香港人參與內地非法傳銷組織，進行「1040陽光工程」的傳銷活動，以連鎖經營國家工程為名，本質是進行「層壓式」傳銷。參加者只要交出69800元，就可以發展三個下線，經過層層拉人頭，最終可以獲得1040萬收益。內地多個省市對非法傳銷活動進行打擊，然而各種非法傳銷層出不窮。
