可持續發展委員會就推廣可持續使用生物資源，展開大約三個半月公眾諮詢。委員會在諮詢文件表示，世界漁業資源及海產預料到2048年將被耗盡，每年有七萬平方公里的森林被砍伐，破壞瀕危物種的自然棲息地，會影響生態平衡、人類生存及發展，認為社會消耗不能超過資源再生的速度。
