美國投資銀行雷曼兄弟在2008年金融海嘯中沒頂，拖欠「迷你債券」，殃及香港數以千計散戶，輿論嚴厲批評金融監理專員與證券及期貨監理委員會有失職之嫌。立法會聽證上專員卻自詡「先知先覺」，鬧出不大不小風波。
