兩電公布明年電費調整幅度，兩電均「明減實加」，透過從燃料費等提供回扣，中電用戶淨電費減2%，港燈則減17.2%，但其實兩電基本電費分別調高了3.7%和3.2％；有立法會議員批評兩電只是運用財技，以近年多收客戶的燃料費去抵消基本電費加幅，實質所謂減價無損其可賺投資額9.99%的利潤，日後取消回扣更變相加價。

市場消息透露，政府加辣後，多家大型銀行進一步提升現金回贈的金額，由月初最高為貸款額1.3%上調至1.4%，即每100萬元貸款，兩周內多回贈1,000元。
