根據《機場管理局附例》 第17條，「任何人不得在附例適用區的任何部分作出對其他人造成妨擾或煩擾的行為」；而第19條列明，「任何人不論何時均不得使用任何威脅性、粗穢、淫褻或使人反感的言語，亦不得鬧事、行為不檢、行為不雅或作出使人不快的行為」。

 Anyone who disrupts the public order or behaves improperly thereat commits an offence.  Besides, the public safety, public order and the behaviour of people in the airport area are strictly governed by the Airport Authority Bylaw.
