策 略 性 污 水 排 放 計 畫 第 一 期 柴 灣 、 將 軍 澳 、 葵 涌 至 昂 船 洲 的 深 層 污 水 隧 道 興 建 失 誤 重 重 ﹐ 連 同 二 十 億 昂 船 洲 污 水 處 理 廠 ﹐ 耗 資 已 達 八 十 三 億 元 ﹐ 預 計 總 開 支 是 二 百 五 十 八 億 元 。‥‥‥

這 項 跨 世 紀 大 型 工 程 是 在 八 九 年 前 港 督 彭 定 康 時 代 提 出 ﹐ 計 畫 開 鑿 大 型 隧 道 網 絡 收 集 維 港 兩 岸 污 水 ﹐ 以 解 決 污 水 排 往 維 港 問 題 。 然 而 ﹐ 空 前 的 計 畫 選 取 建 一 百 五 十 米 深 的 密 封 式 排 水 隧 道 ﹐ 世 界 前 所 未 有 ﹐ 引 來 外 界 多 番 爭 議 。

In 1995, construction of stage one of the treatment scheme started with a network of very deep tunnels collecting sewage from the eastern and northern parts of the harbour, taking it to the new sewage treatment works. Operation started in 2001 and 1.4 million cubic metres of sewage were collected every day.
