政府自八十年代起研究電子道路收費計劃，及後因私隱問題備受批評，計劃「胎死腹中」；二○○三年中環灣仔繞道工程或因司法覆核受阻，港府重提電子道路收費研究；二○一一年時港府又指，待中環灣仔繞道工程完成後檢視交通情況，才考慮該計劃。

Hong Kong is no stranger to traffic congestion. Secretary for Transport and Housing Anthony Cheung Bing-leung announced that the government intends to consult the public over an electronic road pricing pilot scheme in Central and adjacent areas.
