A warning letter will be sent to 100 randomly selected downloaders. ‘These 100 people were selected randomly according to their IP addresses. We have four of Hong Kong’s largest ISPs [internet service providers] co-operating with us,’ said Gordon Chan Ka-sheung, chairman of the Film Industry Response Group, which has spent more than $100,000 co-ordinating the campaign.
