前立法會主席曾鈺成牽頭的智庫「香港願景」，今日就《基本法》23條立法提出具體建議，包括以「先易後難」方式分兩階段立法，第一階段先更新現行法例下叛逆罪（Treason）和煽動叛亂罪（Sedition）內容，和為「分裂國家」和「顛覆中央人民政府」罪名立法。

The study recommended a two-stage process, with the government first dealing with the less controversial elements of treason, sedition, subversion and secession. Existing laws, like the Crimes Ordinance, covered some of these areas, the report said.
