修訂的《應課稅品條例》（第109章）和《應課稅品（酒類）規例》（第109B章）建議，限制以銷售機售酒，以及禁止向未成年人售酒，違者罰款50,000元；規定銷售點須設相關告示、遙距分發時也須加入相關通知，並取得買方的年齡聲明，違者罰款25,000元；授權食物及衞生局局長，委任衞生署執法。

An amendment of the Dutiable Commodities Ordinance, which is intended to close a loophole which allows retailers and vendors to sell alcohol to adolescents, will cover both face-to-face and remote sales.
