拉布（filibuster）可說是美國「國技」之一，反映了美國政治制度中保護少數派的傳統，但為平衡議事效率與自由辯論，只要有五分之三（或60 名）參議員聯名就可制止拉布。只是，近年國會拉布次數愈來愈多，奧巴馬上台後，民主黨雖在參議院贏得過半議席，但沒法贏得絕大多數，故仍經常遭到共和黨阻撓。
