2月27日下午3時半，香港特首選舉參選人林鄭月娥召開發布會，公布其完整競選政綱。除了進一步闡述在經濟、民生、教育、置業等方面的重點政策外，政綱對政制改革及《基本法》第23條立法著墨不多，僅強調相關議題具爭議，不能貿然行事。
