8月2日，東南亞國家聯盟（ASEAN）的相關會議在主席國菲律賓的首都馬尼拉拉開序幕。將於7日舉行的「東盟地區論壇（ARF）」是朝鮮坐到多邊談判桌前為數不多的場合，美國和日本意在尋求與會國的合作，加強對朝鮮制裁。
