「行政吸納政治」是一種政府與社會精英的「整合」的政治形式，它之所以可能或有效，主要是在社會還沒有出現一定程度的「政治化」。一旦社會階層已達到某種程度的「政治化」時，則政治的統治精英必須與社會（已經政治化了）的群眾有所互動與「整合」，始能維持社會之安定與活力，亦即須由「精英與精英之整合」轉向「精英與群眾之整合」以建立統治的合法性。

It is the argument of this paper that the kind of equilibrium this colonial city has thus far achieved is largely due to a process which might be called the “administrative absorption of politics.” By this we mean a process by which the government co-opts the political forces, often represented by elite groups, into an administrative decision-making body, thus achieving some level of elite integration; as a consequence, the governing authority is made legitimate, a loosely integrated political community is established.
