城規會上月公布新落馬洲河套地區分區計劃大綱草圖，正接受公眾申述。然而，本報發現，供城規會委員傳閱的建議發展大綱圖（ODP）仍是舊版本，顯示河套區的主要土地用途仍以高等教育為主，文件只以文字交代正製作新的建議發展大綱圖。城規會委員余烽立表示「未試過咁樣」，城規會應盡快將新的大綱圖交予委員參考。

Chu said he was concerned that, should the amendment to the Outline Zoning Plan be passed, the whole racecourse area would allow private club developments without the approval of the Town Planning Board in the future.
