全長 4,350 公里的湄公河流經中國雲南省、泰國、緬甸、老撾等多個國家，滋養近 6,000 萬人。但據路透社報道，中國在湄公河上流建有 11 個堤霸，但在去年下遊出現乾旱之際沒有放水，或是去年下遊流域遇上 50 年一遇大乾旱的原因。
